Nearly 40 years after First Lady Nancy Reagan created the "Just Say No" anti-drug campaign in the 1980s, now President Joe Biden is funding drug paraphernalia through the Department of Health and Human Services.
Unlike the Just Say No Program of the 1980s, the Biden administration is to fund programs with $30 million that hand out crack pipes to 'promote racial equity'.
